We have been a property owners since 2005. We have been a member of the Brigantine Community as a 2nd home over, year round resident, and now STR owner. We love this island and have hosted guests without incident since 2015. Our guests contribute greatly to the businesses during their stay and the majority return each summer. They may reside for only a week each summer but they love this island, support our businesses, and respect our neighbors. I truly hope you will recognize the value these guests add to our wonderful community.

The proposed new restrictions + taxes don’t appear to be based upon facts and will likely result in a net reduction on the town’s revenue base via stifling small-business/restaurant spending. The idea that this proposal is also being rushed through to a vote from the council without any assessment on the negative ramifications—I.e. increasing the likelihood of people seeking ways to avoid the fees/taxes altogether—has not been considered. This seems so forced, and has been more about the Mayor “creating a problem” that likely does not exist.

The proposed regulations have not been thoroughly thought out, STR owners have not been involved in the process, prejudice against the 3 or more bedroom houses as there are families that are the main source of my renters that need 3 bedroom (or more) homes for their children to sleep comfortably and the off season 30 day minimum is absolutely absurd. I have families coming for tournaments, to celebrate holidays together, the new waterpark and they will be banned from coming to enjoy brigantine and funding the local businesses because they are not a 30 day minimum? I have never had issues with my renters and don’t think the majority of us should suffer for the few that may be a problem.

I'm signing this petition because the proposed sanctions to be levied on STR properties and its owners are unjust. While I understand some of the residents (200) have experienced issues with STR occupants and/or tourists, there are another 7500 residents who have not experienced any issues. Proposing regulations that restrict the use of my home, to accommodate the 2% of the city population needing a "tourist break" is egregious. A proposed ordinance should be fair and reasonable to all parties involved; it should not create a financial burden on the STR owners to appease 2% of the city. Like it or not, Brigantine is a tourist town, a beach community with no hotels. Our town is trendy and popular now, embrace it and use it to enhance our economy. Don't use it as an excuse to pit neighbors against each other. It's a fact, short term rentals enhance the local economy. They bring spending to a near dormant town in winter, and an economic boom in the summer.
Would Brigantine's economy and local business survive a summer with no STR rentals? I doubt it! Sanction the repeat offenders, but don't punish every STR owner because a few are careless with their screening process.

City Council is attempting to adopt ordinances and regulations around STRs that are based on subjectivity and—as the mayor himself stated—fear of homes turning into short term rentals. The proposal does not solve the problem city council alleges. Instead, it seeks to collect additional funds from STR owners who already pay property taxes. It also has potential Fair Housing act implications and is not at all grounded in fact.

My family has lived in Brigantine since 1966. My grandmother, and my mother worked in Brigantine until their passing, and my father worked there as well. If I mentioned their names, I’m sure that many older residents would remember them. My father is now 92 yrs old and continues to own their duplex, which was supposed to supplement his Social Security and small pension. Instead it’s costing thousands of dollars in taxes that he is finding hard to justify. We’ve had some difficulty in finding a long term tenant in the past few years, but the short term rental restrictions would be even more cost prohibitive in maintaining the home he’s lived in for over 40 years.

The “200” complaints are not documented. The 2000 Short term Rental (STR) Units is an inaccurate number. The original Ordinance already addressed the Complaints the City has received. The additional Regulations & fees are impeding on homeowners constitutional rights. Summer weekly rentals (which all sign a very stringent guest agreement), are an important part of maintaining our residence. We do not make a profit on our second home, but the income helps offset rising maintenance costs and insurance costs. Paying for a specific tax, a local operator, security guards, and other items proposed will be cost prohibitive for many. I fear a downward spiral to dilapidation of houses (lack of maintenance) and slum lords renting to monthly incomes such as section 8 housing rather than having a family friendly island. The long term implications of this policy/ordinance change deserve more consideration.

We take the absolute highest measures to make sure our guests are more than compliant with the city ordinances. We identify situations before they become an issue. This is extreme over reach and discriminatory against those who follow the rules- and then some. Raising the fire inspection 15x? Because why? We are beyond diligent in making our house safe for our guests, our neighbors and our community. Making a mandatory 30 night minimum November - March…? Why? Because you want the awesome business and restaurant community to suffer and close down due to lack of revenue? This town and its friendliness is what attracted us to it. My children and I spent many summers here and loved showing our friends how awesome this town was. I saw was because a handful of people seem to want it ti become a ghost town - and then I’m sure will have something else to complain about…higher taxes, no restaurants…
Why can’t we start at square one which is enforce the rules in place (since the town has seemed to jump right to square 100) and deal with the houses and owners that have no pride or respect for their property, guests, neighbors and town.

I recently purchased a second home in Brigantine that is occasionally rented and the restrictions in the council’s proposal would limit my ability to rent. Furthermore, the platforms I use to rent automatically remove taxes that are paid to the city of Brigantine on a per rental basis, so the reduction in renters equals a reduction in city tax revenue. Recommend taking the time to properly study the financial benefits and drawbacks before ramrodding a proposal through based on a sentiment of the minority of residents.

I believe this is a Law Enforcement issue, and Landlords do not have the legal authority or responsibility to confront their tenants that are accused of violating local laws. The city is scapegoating all Landlords and attempting to unjustly punish them. STRs bring needed dollars into the Brigantine economy, in the summer and in the winter months. The newly proposed taxes and regulations are a huge overstep on the part of Brigantine city officials.
Also, no proof at all has been provided for the oft mentioned 200 complaints used as a justification for this added burden of tax and oversight, and there has been no indication of what alternative methods, using enforcement modalities already in place, have been attempted. STR owners should have their voices heard as well as the ‘complainants’ and city officials.

I moved to brigantine full-time after finding myself on my own in life at near retirement. I planned to live in one unit of my new duplex here, and host short-term vacation rentals in the summer with the other after having run STRs successfully in OCNJ and Florida for more than a decade. I’ve just started here this summer, and I’ve had the most delightful and respectful vacation rental guests. Zero issues. I loved sharing my duplex and the beauty of Brigantine with them. These families greatly support our economy, make purchases and often eat out in our restaurants for every single meal or at least a large portion of meals while here on vacation. I never anticipated what I feel are only very positive contributions to families and our community being treated as a problem based on OTHER properties mismanaging, allowing parties and rule-breaking (problems that can also happen with regular owners and in LTRs). Why restrict, punish and push out our responsible STR homeowners who add to our property values and our local economy? I ask of the city to please target ANY and ALL problem properties regardless of STR/LTR/or owner, and allow responsible family tourism STRs to continue to thrive and benefit all. Restrictive policies singling out only STRs WILL encourage the best STR property owners to go elsewhere and contribute to tourist communities who embrace their talents and contributions to tourism and the local economy.

There are existing resources available to enforce existing regulations for the few houses that allow parties and are disturbing the neighbors. My house is not rented to anyone below 25 years old. I require a list of all overnight guests and a copy of the driver’s license of the renter signing the contract. There is a 2 night minimum off season to continue to support the Brigantine economy with visitors. In the high season rentals are a minimum of 7 nights.

I am a STR owner and, while I believe in governance of such, I truly believe a task force should be in place to evaluate existing concerns, identify troublesome properties, and create meaningful solutions without putting onerous expectations on all SRT owners. The existing proposals do not take into account those who follow existing rules, nor do they explain how proposed solutions will help, and they do not explain how these solutions were manifested. While I appreciate that we will be able to listen on Sept. 6th, I do not think that the existing timeline of voting on Sept. 20th and implementation in January 2024 is reasonable. How much due diligence can be done in that timeline? BTW, for many of my renters, I provide a gift certificate of some sort to a local business in Brigantine. I’m signing this petition because the proposed regulations would prohibit us from enjoying our year-round respites in the beautiful island of Brigantine. We have stayed in Brigantine for over 50 years and now as seniors we continue to enjoy visiting Brigantine and the fine restaurants and shops on the island. We cannot afford to live in Brigantine but enjoy being able to visit, take long walks on the beautiful streets (with no hills) as well as the beach. Our financial position and health conditions would prohibit us from long term renting. Please consider the negative unintended impact this proposal will have on other non-residents who are compliant and would like to continue visiting Brigantine year round.

While many of the proposals should be enforced as a matter of law (i.e. enforcing of trash, improperly parked vehicles, and enforcing noise violations), many of these proposed regulations will not have an impact. The majority of renters are respectful, treat properties well, and help to stimulate the local economy. I am a responsible owner who cannot afford to operate our 1bd/1bath unit with these additional costs, fees, and fines. We love this community and would like to expand our rental portfolio but couldn't do so if these restrictions and costs are added to the burden of STR owners. Requiring rentals to install noise monitors, requiring 30 day rental regulations, increasing inspection fees more than 5X on some properties and adding more taxes on renters will not fix the problem of the few ( less than 8 ) problem properties. The overwhelming majority of STR owners are doing things right. Let’s work together to correct the problem properties without driving out those who are a true asset to the community.
