Pеtition against the introduction of a ban and a sanction for feeding homeless dogs and cats in the territory of the municipality of Smolyan.

The draft amendment and supplement to the Regulation on the acquisition, registration, possession, keeping and control of dogs on the territory of Smolyan municipality provides  a ban and sanction for feeding homeless dogs and cats. The proposed amendments are illegal as such prohibitions and sanctions are not provided for in the Animal Protection Act (APA). The changes contradict Art. 7, para. 1 and para. 2, item 1 of the APA which prohibits the act of animal cruelty. Any act or omission that causes long and repetitive suffering to the animal, damage to his or her health or stress is considered to be cruelty. The Regulation should comply with the  Animal Protection Act and be issued in accordance with, and not in contradiction with, it (according to Article 15, paragraph 1 of the Normative Law Act ).

Let's say "NO" to the attempt to introduce inhumane measures causing animal suffering that are contrary to national and international law!
Let's say "NO" to the heartlessness, insensitivity and indifference of the responsible employees and their acts and actions, damaging the image of Smolyan!
Let's say "NO" to the implementation of sanctions against the most affectionate part of the population, taking care of animals that have no one!

Let's show that there is an active civil society!
To prove that the municipality of Smolyan should take into consideration the position of the free, charitable and thinking people!
