We in the UK allow both despite our laws which requires pre stunning!!! However the turning of the poor animals in the drum to be killed while conscious has as far as I know been banned. Why is that governments in spite of the all the compelling evidence still persist in shipping live farm animals to countries where they know terrible cruelty exists???? There would be uproar if similar cruelty was meted out to pet/domestic animals ..and rightly so.
