On prepaid you get your Money upfront and not 30 days later. So all prepaid meters should not be changed for a service charge as they are not supplying as a service by having to send out statement. All people who are not on prepaid should be charge so therefore forcing them to move to prepaid and then there will be no monies outstanding. Money paid upfront sld give us that benefit that we don't pay service fees.
