The total number of people not paying this surcharge are non-paying residents.

They can't collect this from the non-payers NOW they're usurping this additional charge from prepaid customers who are always paying their portion but barely receive any service anyway.
Plus when prepaid meters were introduced, it is not on us that they did not factor this surcharge into the cost of electricity from the onset. Now they're playing catchup at our detrimental expense. Those council members who approved this nonsense know very well that the majority of this charge will not be coming from Soweto and all the squatter camps, this is utter rubbish.

This extra charge does not take into account the dire economic strain that consumers are in. To be fair, this must be a once off charge per annum to be acceptable or the City must find another way to recover the amount. One of the ways they recover this amount I'd from the illegal connections and free electricity they provide to informal settlements.

I think the Tariff increases every year are unacceptable. We are paying +/- R5000.00 every month for Water and Electricity but don't use any heaters, wash dishes once a day don't waste water etc but the amount still stays the same . We are struggling to pay this amount every month and have to get help from friends to make up the monthly payment and it's not always possible for them to help us then we have to worry about disconnection of services. We only have one small salary coming into the house.
