you can translate using goggle, the petition is against blocking people adding facebook friends that you do not outside of facebook, for example adding friends for facebook games, when the friend acceppts request it says do you know this person outside of facebook then it says underneath click yes or no, if no is pressed then the person who sent request gets blocked, the friend who acceppted request is unaware that the person he added is blocked
